Nexus 5 looping and can't access boot menu

my nexus 5 crashed and keeps looping the Google icon. i have been suggest to access the boot menu and i am not being able to do that. when i have charger plugged in it loops the Google icon. when it isn't plugged the phone doesn't even turn on.
