The Play Store probably updated after you initially opened it and your device may need to be restarted.

Some more basic questions:

1. Are you connected to the web via wi-fi or mobile data?
2. Are you logged in to your Google account?
3. Does the Google Play Store app open and show you the usual pages?
4. Have you disabled the Download Manager?
