I need SERIOUS help with Google Nexus 7 (2012)

Ok you guys I need help. Hopefully you guys can either help me or point in the right direction. I got this Tablet from my brother and said I can keep it if I fix it. I turn it on and it shows the Google Screen with the green start arrow in upper right hand corner.You can press start, restart bootloader, recover, and power off. If you push start it goes back to Google Screen, If you push recovery goes to another screen with the android robot on his back opened up but their is a red triangle above him. What do I have to do to get this puppy up and running. He is off at college and wont say what he did to it to get it this way.

I really hate to be that guy but what in the toolkit am I supposed to use to fix it? Is there a name for the problem I am having to maybe search up and watch another person do it?

I would suggest using the Toolkit to unlock and re-flash the stock firmware. so I will boot-up like from the factory. The Toolkit has a very detailed and extensive step by step process to everything.

I believe you boot the tab into the boot loader. Connect it to the PC. Open the toolkit configure the toolkit app to 2012 nexus 7 WiFi(if you have the WiFi version or just find the model you have). Then select factory restore and there should be an option that says soft bricked/bootloop select it and the toolkit should do the rest.

If it don't work try it multiple times it should work this happened to me before.
