Default Play Store not working on Galaxy S5

I have tried to download apps on my S5 for a few days now and I keep getting a messege saying "Review your account to continue installing apps on Google Play." When I first got this phone, I was able to install a few apps and now I can't. I wanna know if anyone else is having this problem. Or if I could get help right now.

Have you tried clearing cache on Play?

I'd also suggest removing and then re-adding the account. If that doesn't work, I'd contact Google and see if there is an issue with your account.

How would I remove my account?

I just went to google.com on my laptop and to the Google Play store on my laptop and was able to install an app from my laptop to my phone. When I tried to install a app straight from my phone then it showed the message again.

Go to settings > accounts and remove the one that's giving you issues.
