nexus 5 icons non responsive-just vibrate

tried to start voice command , now cant get any response from icons
tried several hard reboots

Welcome to Android Central! What voice command feature are you referring to? From Google Now? Which icons aren't responding--the app shortcuts on the homescreen? Or the soft buttons (Home, Back, Recent Apps)? Are you otherwise able to swipe between homescreens?

When you say "hard reboot," do you mean powering down and powering up again? Or a factory reset? Try booting into Recovery Mode and wiping the system cache partition. Are you following the steps exactly? When you see the Android on its back with the red exclamation sign, you have to press and hold Power, and then while holding Power, press Volume Up briefly​, then release both.

So the screen doesn't register any touches? It might be a hardware failure. Can you clarify what it was again that you were trying to do when this happened? Voice commands? Google Voice? Those two are very different.

Great! If you never have any use for Talkback (which is more for the visually impaired), then you can disable it by going to Settings>Apps>All​, selecting Talkback, and tapping Disable.
