I cannot find my Download Manager

I've upgraded my android from Gingerbread to Jellybean, after a few months I've upgraded I can't download few apps such as Photo Grid, PicsArt and etc. After doing some research on the internet, they said maybe the Download Manager is disabled and I have to find it in Settings>Device>Application Manager>All>Download Manager. But recently I cannot find my Download Manager. Help me :(

Welcome to Android Central! What device do you have? In Jellybean, the Disabled apps are typically at the very bottom of the Settings>Apps>All list. With KitKat (and I think with the final Jellybean update), there's a separate list for Disabled apps.

I purposely disabled my android downloader cuz it kept trying to download something I had exit out of 500 times anyway my galaxy tab 6 won't let me find the downloader so now if I see a neat pic I can't even screenshot
