I cant change my wallpaper, and i cant use my notification bar pls help. I have already tried to reboot but it doesnt make any change

Hello. Do you mean you cannot pull the notification shade down with one or two fingers.
What device do you have?
I found when changing wallpapers that I have to attempt to resize the image with the bars before it will save, on my Samsung.
