Welcome to Android Central! Is it the stock Email app or the Gmail app? You could always turn off mobile data when you're not actively using the phone, and toggle it back on when you are using it. Email will otherwise refresh pretty frequently in the background.

I am using the standard email app. It seems to run continually and will only stop when I force it. It only seems to do it with one account. My gmail account runs fine
