Is there an app out there that with one touch can turn on data and then after a predetermined number of minutes (3-5 minutes would be enough to check Facebook, Whatsapp, Gmail, etc) will automatically turn off data? I'm always needing to conserve battery life and my data plan is limited.

Welcome to Android Central! Have you considered just turning your mobile data on when you need it, then turning it off? There are a lot of mobile data toggle widgets out there. My favorite is Power Toggles, which includes a lot of other toggles.
