Please help!! My Galaxy S4 won't let me enable wifi??!!

[AC Question]

I've done everything they have asked me to do on this forus but when i delete the wpa_supplicant.conf file, they tell me to reboot my phone, so i just restart my phone but it still doesnt work? Or do i have to reboot as in system reboot where everything gets deleted? also when i delete the file, it says it was deleted succesfully but is still there? Please help!!!
