I cannot clear this notification. I have cleared the history and the cache. I deleted all my text messages and the notification continues to pop up.

Have you rebooted the device? It might have something to do with the cellular network. So you might need to wait for the network to clear before it will stop sending the error back to your device.

Which phone do you have? I'd suggest a system cache partition wipe, if possible.
