HTC ONE M7 Bricked meid zeroed (S-off + unlocked)

So my HTC One just turned off and when I turned it back on it would not boot. The phone no longer has an OS and will not boot into recovery. I have access to fastboot mode and the phone connects to fastboot usb. However it wont accept any commands from my PC. (ive tried numerous cables/ports). My meid is completely zeroed..

So I cannot enter recovery. Flashing a recovery fails as does flashing a ROM. And "fastboot erase cache" fails too.
