Welcome to Android Central! Do you mean when you're browsing the web using the stock Browser?
Go to the App Manager, select Browser (or Internet, if that's what it's called), and Clear Cache/Clear Data, then Force Stop. Now try again. Keep in mind that this will probably erase your bookmarks, so if you don't want to to that, select Clear Cache only.
On many phones, the stock Browser syncs with your Chrome bookmarks, so Clearing Data in that case would still allow the Browser to re-sync with Chrome. But I don't know if the Samsung stock Browser does that.
