What is causing my Samsung rugby att to say "you are now using---_---_----" (a phone number other than mine)
Randomly switches between 3 or 4 numbers please help

Did you resolve this problem? If could be an app or service installed on the device that is presenting an advertisement or pop-up, and looks very similar to an alert being provided by Samsung or AT&T. I'd suggest a factory reset to clear out any issues and see if it continues after reinstalling your apps. If it does, try and narrow it down to a particular app that was recently installed and don't use that app.
