Samsung Galaxy S4 won't turn on

[AC Question]

I got a memo saying that my Sim Card could not be found, and that it would restart to try and find it. When i hit restart, the screen put up the "Samsung Galaxy S4" graphic, and then vibrates and repeats this process over and over. I tried replacing the battery but it is still doing it. What can I do? This phone isn't that old

Welcome to Android Central! Are you able to boot into Recovery Mode? If so, try to wipe the cache partition: Reset: Samsung Galaxy S 4 | T-Mobile Support

The preceding SIM card issue makes me wonder if there might be some significant hardware failure, though.
