Welcome to Android Central! Is it actually referring to "Internal USB Storage"? Because that term doesn't make sense. Internal Storage is the onboard flash storage, which is not USB. Where is the phone telling you it wants to format Internal Storage?

When you connect your phone to your computer via USB cable, swipe down the notification shade on the phone and tap the USB connection notification. Then make sure it's set to either "MTP" or "USB Mass Storage." Does the computer detect it now?
