Android Tablet with 4.2.2 Jellybean, why can't I connect to web?

Android Tablet with 4.2.2 Jellybean...cannot connect to web

I purchased a tablet and I cannot get it to connect to the web. It makes an attempt to with the screen reading (obtaining ip address....) then switching to (connecting....) and then back again. Never actually connecting to the internet. I am not sure if I need an update or what else to do.
