Welcome to Android Central! Which phone do you have? 4G only refers to the mobile network speed.

Go to the App Manager, select and app, and see if there is a Move to SD Card button--if there is, then you can move a portion of the app the SD card. A substantial portion of the app still needs to remain in Internal Storage.

You can use your My Files file manager, or install a 3rd party file manager like ES File Explorer, to move other files (like photos, music tracks, etc.) to the SD card.
