how do I turn the master sync on?

how do I turn on the master sync? I am trying to go to the play store and it says that I need to enable sync, so I hit enable and it tells me that sync is down.

Welcome to Android Central! Which phone do you have?

Go to Settings>Data Usage, tap Menu, then check the Auto-Sync Data checkbox.

Alternatively, you could place a sync toggle widget (like the stock Power Controls widget, or any number of mobile data toggles available on Google Play) on your homescreen and turn it on and off with a tap.
