I have been thinking of switching to an Android phone but a big part of my hesitation is whether I will have to purchase Android versions of apps I have already purchased on my iPhone. Would this just be a developer by developer issue or will everyone be so happy that I am switching it Android that it will not cost me anything?

Yes. You will have to repurchase any previously paid apps.

Of course, depending on the apps we're talking about, many of the ones you want could be free on Android. Look in Google Play to find out. Or google things like "android weather app" or "android texting app" and look at the links to Google Play.
