galaxy 3s user- why people cant see the emojis that a send other them question marks?

I trying to find a emojis app that will work on my regular(phone) text messages

Emojis are sent as text. It's up to the receiving app to translate that text to pictures. If the person receiving your text doesn't have a texting app that handles emojis, they won't see any.
