    Whenever I attempt to download an app to my Galaxy s4, it says it can't because background data is disabled even though I have it enabled.

    Does it say the same when you're on WiFi or does this only happen on mobile networks? If it doesn't work on either, you can try clearing cache/data on the Play Store from the Application Manager (ALL tab). It'll take a few minutes to re-sync but it should get there.

    If you can download on WiFi but not on mobile, check that your Mobile Data switch is ON and that Background Data has not been disabled for the Play Store. Also make sure that you haven't set any download limits and set them up to deny mobile traffic.
