Why won't my new phone download my apps when I sign in with Google?

My new phone won't download my apps when I sign in with google

I recently lost my HTC one m8 and received my replacement device but when I sign in with my google account it hasn't downloaded all my previous apps?!? When I changed from my nexus phone to the HTC m8 6months ago it did this with no problem but now with the replacement phone it hasn't. The only option i currently have is individually re downloading each one, please help.

If this is a new device, why don't you just factory reset and log back in? I really don't know how to trigger the auto-download once the account has been created on the phone, all I know is that it asks you to do so when setting it up.

You can also go into a PC browser and yes, while installing one by one, it's a lot more comfortable to do so on a PC and you can remote install onto your device.
