Why isn't the numeric keypad showing fully during a phone call?

The numeric keypad does not show fully during a phone call.

My HTC M8 does not show the number key pad fully when I am in a call. It shows the first two rows of numbers, 1,2,4,5,7,8,*, 0. It does not show the 3,6,9or #. This is only during a phone call, any other time the entire keyboard will show. What can I do to fix this?
