I have an Android mod. # z998 paired to At&t. how can I make the change to pair with Verizon.

Do I need to obtain a simm card from Verizon or can the card from At&t be programed to respond to Verizon towers?

Unfortunately you will need a new device. Aside from the fact that Verizon won't activate non-Verizon handsets on their network, your phone doesn't support Verizon's CDMA network (which handles voice & "3G" data connections).

*Note that while Verizon is starting to roll out Voice-Over-LTE (VoLTE), it's limited to a few select handsets right now, and definitely won't work on a non-Verizon handset.
