Welcome to Android Central! Which icon are you tapping? The one in the Quick Settings swipedown menu? Go to Settings>Wi-fi, and try to turn that switch on--does it turn on? If not, have you tried a reboot? How about booting into Recovery Mode and wiping the cache partition, which won't erase any personal data? Reset: Samsung Galaxy Note II | T-Mobile Support
