Why won't my Samsung 10.1 Tablet 2013 charge?

Samsung 10.1 tablet 2013 won't charge

Screen shows black then empty battery then battery 1/8th full then repeats the 3 steps. Have left charging for hours and tablet still doing same steps

It could need a new battery, or I suppose it could be that the charge is not getting to the battery due to faulty charger, USB lead, or USB port.
If you can boot into Recovery while connected to the charger, try a Cache Partition wipe, or even, if your personal data is backed up, a Factory Reset:

Also, if you have an SD card in the device, consider the possibility that it may be bad....although in fact I don't know whether that could cause the particular problem you're having.

After doing all the advice above , plug into power source, then simultaneously press the power button & volume down button for about 10 to 15 seconds. This is a reset equivalent to pulling the battery. If not, hope it's under warranty! Take it back to your carrier for more troubleshooting and determination of warranty or insurance replacement.
