Try entering 98, not +98.

If you're calling a phone, not another Viber user, it's not free (It's free to call someone running Viber on a cellphone if you call their Viber number. If you call their cellphone number you have to pay for the call.). If you don't have an account with Viber, with enough of a balance to pay for the call, you'll get a message. (It's not an error, it's a message telling you that you don't have an account, you don't have sufficient balance in your account, whatever the problem is.)
