Is there software that would allow a deaf person to communicate using minicom?

Smart phones and the deaf.

Hi, I am largely deaf and I was wondering if there is software that would allow me to communicate, via text typed 'into' either my "smart phone" or my laptop tethered to my smartphone etc, with a "minicom"?
It seems, in essence, a 'simple' thing yet I have yet to find anything to do it, maybe I am being thick and not seeing the problems involved.

There's text-to-speech software in the phone, but I don't know of any that would send the speech to the phone app. Everything else is done by typing (although the speech to text software makes it possible - but not mandatory - to speak your commands).
