I've tried sending GIFs through my note 3 and all I get is a "File too large" error message.

I've tried sending them in hangouts, it sends but just as a picture of the thumbnail the gift is on, it's not animated. I've looked everywhere and I can't find a solution specifically for the Note 3. Can someone help?

It depends on your carrier, but the max size for Verizon is 1.2MB, for TMobile is 1MB and for AT&T is 600KB. Put the files up on a cloud server somewhere (Dropbox will give you 5GB for free in about 2 minutes) and send links to the GIFs.
