So I have a non-rooted Galaxy S3 running 4.4.2 with Verizon wireless. Verizon has a max size of 1.2MB for MMS and I send GIFs to my friends in group often. However, the apps I have right now for finding gifs (Ifunny, oh my gif, or 9gag) don't seem to be able to filter by file size. So I have to go through all of them and guess which ones are small enough. Is there any app on the play store that has either all gifs that are small enough to be sent or I can choose the max size of the gif from the app? I really appreciate the help!

I've never heard of an app that finds pictures filtered or limited by file size.

You can always open any picture in an editor like Paint.net and change the file size by changing the size of the picture or the quality or both. Depending on how many colors there are in the picture, you might be able to make quite a change. I just changed a 4.21MB png (granted, with not too many colors) into a 1.17MB file by just saving it as 8 bit.
