Why isn't my battery charging?

There must be a fault in the charger, USB lead, USB port in the phone, battery, or elsewhere.

Try a known-good charger, with a known-good cord, plugged into a known-good outlet. (IOW, if it charges your friend's Android, try it in yours.) If that doesn't work, the problem is in the phone.

If it works, replace parts (charger, cord, outlet it's plugged into) one at a time until you find the one that makes it not charge. Replace that.

Yes, basically you have to start with the electricity supply, which cannot be assumed to be delivering power - in some countries more than others - and work your way from there. There's a lot in the 'elsewhere' that I mentioned, though some of it, such as no power in the premises, is unlikely.
