Why can't I access my voicemail on my S4 Verizon phone on T-Mobiles network?

I can not get my voicemail on my S4 Verizon to work on t-mobile.

I get no notification of voice mail in and can not access. T-mobile has not been of help. They suggested the phone was perhaps locked...but everything else works. Then they said to try my SIM card in another t-mobile phone. Did and it worked.

Welcome to Android Central! The problem may lie with the fact that you have a Verizon phone that you're using on a T-Mobile network.

Open your Phone/Dialer app, tap Menu>Settings>Call Settings>Voicemail>Setup. Make sure the voicemail number is the T-Mobile number, which is 805-637-7243.

When I dial that number is says: "Mobile Network Not Available" . Any help is greatly appreciated.
