Welcome to Android Central! Sending videos requires mobile data to be on, so make sure that's the case. But even so, the main limitation of MMS messages is the filesize limit, which is usually just a few megabytes. This means only very short or low res videos can be sent over MMS. The inevitable comparison with iPhone, that videos send perfectly on iPhones, owes to the fact that they use iMessage, which is a proprietary app. The equivalent on Android is Hangouts. If you send a video via Hangouts, it gets uploaded privately to your Google+ Photos on the web, and the recipient of the Hangouts message essentially gets a link to view that video (in full resolution and full length).
