    Is there a setting on my S4 where I can lengthen the amount of time alerts, such as the alert of a new email or text, which appear at the top of my phone, will appear longer than just a split second as they do now?

    The alert in the status bar should stay there until you dismiss, or view it. There are widgets you can install that could be placed on the home screen notifying you of any alerts for email, text, calls, etc. This sounds like something you may want. Take a look at the Play Store for widgets. There are also widgets/apps that allow you to customize your notifications in the notification tray as well.
