You're probably on Straight Talk. Get on their Facebook page and ask for assistance. It sounds as if they have to reprovision your account. (As far as the phone is concerned, it's not connected to any carrier. Any phone, with or without an account, can make 911 calls, and that's what that message means - that you can only make 911 calls.
If you have a different carrier (although the phone is made for Straight Talk), call tech support. (Don't call them if you have Straight Talk - their best support people are on their Facebook page. Don't ask me why, it's a Carlos Slim thing.)
