Can AT&T track data usage on a SM-G900H?

I have a SM-G900H and I was wondering if the 2gig data limit would still apply?

Not sure I understand the question. If you're phone is using the AT&T network, with an AT&T SIM card in it, it's using AT&T data service, which you pay for at the agreed on number of MB or GB each month. If you have found a way around this, I and a million other people would love to know what it is.

The phone doesn't track the usage, their internet (mobile data) equipment does. It's like asking if the electric company can track your usage of electricity if you use GE light bulbs. You could connect to their towers by magic and they still track your usage.
