Why isn't the Google Play Newsstand working properly offline?

Google Play Newsstand offline doesn't work properly

I installed Google Play Newsstand and have about 15 sources for news. All of them are set to be read offline. However, when I go into Newsstand to hit refresh so that all my news sources are downloaded, it either downloads the first 9 sources, or the first 3.

What's up with this?

I would try clearing the cache in the app. Go to Settings>Apps>click on Newsstand. Click clear cache. See if that helps.

Thanks, I'll try that. Newsstand currently has the second largest data and cache at 1.11GB behind Play Music.
