Do other phones let you access your photos even when 99-100% data is used?

One annoying and sad thing is that Samsung S4 doesn't let you access your photos when you have 99-100% of your memory used... Is it the same for other phones like Google and Apple phones? Do other phones let you access your photo even if almost all your data is used? It's sad Samsung Galaxy S4 won't let us access our photos when too much space is used...

Most of your memory should be used in Android. If you're talking about 99-100% of your storage being used, you should never get to that state. (Try filling the hard drive on your computer to 100%, then try to look at pictures.)
