No, it's a file manager that can use root access. It's no more an app configuration changer than Windows Explorer (My Computer, Computer, etc.) is a program configuration changer in Windows.

To change the game configuration past what the developer allows in the games settings, you have to rewrite the code of the game or find an app that changes the game after it starts running. (And that would be a different app for each version of each game, and programs like that are about as common as green horses.)
