Welcome to Android Central! Which phone do you have? Not all devices are certified for Google Play, and therefore don't come with it preinstalled. These are usually phones from outside the US, or intended for smaller markets.

If its not on your device then you can download it by using your sync cable and your computer and launch Google play on Chrome and tell it to send to your device.

Welcome to Android Central! In order for you to install an app using Google Play Store on a computer browser, you still need the Play Store app installed on the phone.

Sometimes, you can install the Google Play Store apk file, but this often doesn't work on uncertified phones. [Update: 5.0.37] Google Play Store 5.0.31 Adds More Material Design, Moves "What's New" To The Top [APK Download]

You also need Google Play Services, which normally means installing the entire Gapps package. Which won't work on some of the cheap Chinese devices.

Use the Amazon Appstore instead. Same apps, same prices, same free apps, just as legal and just as safe.
