Why don't incoming calls have +1 Or (Area Code)?

Incoming Calls Do Not Have +1 Or (Area Code)

I have a Samsung Galaxy S4 with Google Voice, I just moved to the Dallas Fort Worth metroplex from Montana. Whenever I receive any call it show up as +4691112222 (any area code regardless if it is in my contact list). When I try to call back it thinks its a foreign number. In my contact list the number is (469) 111-2222. This happens with calls received to my Google Voice and cell phone number. This wasn't a problem when I lived in Montana (406) and only started when I moved to DFW (469).
