    I keep restarting, have an app killer, manually kill the apps, even power down and try to charge the phone and it wont hold. Maybe 19% at best and drains quickly.
    Prompting message says my phone is using to much energy.
    What can I do to fix the problem?

    I'm not persuaded that installing app killers or task killers is a good idea, but never mind that for the moment. What do your battery stats reveal as the main users of charge, at the end of a normal day's use....or at the end of whatever period of time for which you are able to use the phone? Make a screenshot of your battery stats if you like, and post them here.
    However from your description it does sound to me like a failing battery.
