Why can't I access the hidden menu on my Galaxy S3 SCH-I535 running 4.3 or 4.4.2?

Can't access hidden menu in Galaxy S3 SCH-I535 running 4.3 or 4.4.2

I have two Galaxy S3 SCH-I535 running Android OS 4.3 and 4.4.2. The phones currently don't have SIM cards/service

I haven't been able to use any of the dial codes that I've come across to unlock the hidden menus. Ultimately I want to lock the technology that the phone is using to make voice/data transfers. I've been able to do this with phone running an older version of the Android OS using codes like *#*#4636#*#*

I've tried the following codes, none of which result in any change/menu screen:

I've downloaded the following applications to the phone to unlock the UART settings and the Qualcomm USB settings:

I tried the following apps from the appstore, but non unlocked the hidden menu:

Service Mode Shortcut
