How do I change where apps are downloaded to?

Low internal storage.

My phone shows three types of memory. 1. Internal 0.89MB 2. PHONE STORAGE 1.66 GB 3. SD CARD 3.78GB I am unable to install or update new apps from Google play store due to low internal storage even if my phone storage (1.66gb) is empty. Only limited apps are able to move to SD card. How can I change default downloading to phone storage instead of Internal storage. Please Help. Thanks.
