My daughter's power button has stopped working on her Samsung Galaxy S4. It won't turn on or off.

This means she can never let the charge run out on your phone or have the battery die as she would not be able to turn the phone back on. The rest of the phone works beautifully and we can't get a new one until July. Warranty has expired.

The switch assembly is cheap ($3.14), but unless you're willing to arrange (and pay for) expedited shipping with the seller, it'll arrive in July (I could find only 1), so it won't do you any good.

Either have a repair shop that has them in stock replace it, or - if you're handy with electronics - solder wires to the switch contacts and feed them out through the hole the button would normally go in, and she can short the wires to simulate a button press.
