For someone with good hearing I need to set the volume slider permanently to max to listen to movie or tv soundtrack in a quiet room.

I've tried a factory reset - doesn't help. This is the second one I've tried

It seems like Samsung has some form of hearing protection in place that prevents you from setting the volume to a level that's actually usable.

What I figured out though is that if you plug in head phones temporarily, it allows you to set the volume much higher (after acknowledging some warning dialog). Afterwards, you can unplug your head phones again and will still be able to set the volume freely even when using the speakers again. Give it a try.
