I recently bought an LG G Pad 8.3 - WiFi edition on eBay. It's running KitKat 4.4.2. I noticed that the space between the icons in the tray and the icons in the first row above that, seems narrower than what I see in online reviews. Has anyone else noticed this?

Was this device sold to you as brand new, never opened? If someone else had it, it's possible they either installed a 3rd party launcher, or rooted it and installed a custom ROM.

It might be difficult to tell from these photographs. The first one is my G Pad. It seems to me that the icons on the 2nd photo are slightly higher than those on mine.

To my knowledge, I am not running a custom ROM. It's Android 4.4.2, instead of 4.2. it comes with brand new. No 3rd party launcher.

I don't see a huge difference. Does the LG launcher allow you to customize how many rows or columns of shortcuts you can place? Especially in the Favorites Tray at the bottom? That's the biggest difference I see.
