Welcome to Android Central! You'd have to be able to download the song in mp3 format that you can access and manipulate. I don't have Rhapsody, so I can't be sure if you can do this or not. Since it's a streaming music service, I would guess that downloading a song is only for use by the Rhapsody app (in order to prevent piracy or music sharing), and not for your own manipulation, so you won't be able to access the file.

If you're able to get it in mp3 format, then follow this guide: Android 101: Adding your own custom sounds to Android events | Android Central
