Welcome to Android Central! If you're asking about simple file downloads, then it depends on if the phone has the option of selecting a default storage area for downloads. If it doesn't, then you'd have to download to Internal Storage first, then use a file manager to move the file over to the SD card. If you're asking about installing apps, then they definitely have to install to Internal Storage first, after which you could try moving a portion of the app to SD if the phone allows it.
